If your master cylinder is lower than your wheel cylinders (or disk calipers), then you need to install residual valves in your lines (2-psi for disks, 10psi for drums). These will prevent the brake fluid from running out of the wheel cylinders and back into the reservoir.

You are pumping a few times because the lines are empty and need to be refilled.
