If the shoes are too tight on one wheel, that wheel will lock up and start sliding before the others apply, and will continue to slide, even in a panic stop. I've had it happen myself, would assume that once the wheel starts sliding the coefficent of friction goes down and allows it to continue to slide.
Try backing off the adjustment on the sliding wheel until the situation is corrected.
