Thank you Denny, that answers my question.
It's safe to assume that if the fuel pump is below the level of fuel in the tank the fuel will naturally syphon to the pump anyway, so there is positive pressure at the pump regardless if the pipe that comes out of the tank goes through the top or bottom.
