There are instructions in the shop manual on rebuilding these boxes. That said, the most common problem is leaking and it is usually not possible to stop fluid leaks if the bushings for the sector shaft are worn. Check the bushing where the shaft exits out towards the pitman arm. If there is wear in that bushing it needs to be replaced before a new seal will do the job.
The column outer tube is permanently attached to the top cover.
