I have noticed what you're referring to a lot on the LED lights installed on the backs of trucks and buses. The lights are basically several LED's attached to a circuit panel and over time a few of the individual LED's within the light will burn out. As with any electrical device there is no absolute as to how long it will last. Two identical items can have greatly different life spans. Last year I bought several strings of LED Christmas lights that are labeled to last "1000's of hours". Within the first few days I used up just about all the spare bulbs that came with the sets, go figure. To say using a battery charger would effect some of the LED's and not all of them sounds far fetched to me.
