I'm not sure on your '38, but try pusing down on the horn button and turn it at the same time and it may come off. Some of them just pry out with a couple of screwdrivers as they are held in by a rubber lip on the outer edge of the button. Remove the nut and use a puller or knocker to break the wheel loose from the tapered splined shaft. You can make a knocker out of a short fine thread bolt and nut. Screw the nut on the shaft about a 1/4 inch and screw the bolt on to the nut until it bottoms out on top of the steering shaft. Then pull up on the steering wheel while hitting the head of the bolt a solid whack with a 2 lb. hammer. This is easier done with 2 people one pulling up on the wheel while the other strikes the knocker. Hope this helps.
