Should have a bearing (unless the baby trucks don't? I don't play with little trucks).

Use the bearing, the spacer if needed, and then put the thin shims on the top of the axle to take up any extra slop between the axle end and the spindle. Think of it like this, you jack up the front axle and the wheels with spindles don't slide down the king pin because the shims make it an almost snug fit, or is that more confusing?
