That bolt goes through the angle strip but does not actually hold the angle on. It is one of the bolts that attaches the fender. We have an installation instruction on the website that may be helpful.
http://www.mar-k.com/installation_hints.html Click on "angle strip installation 54-72". The angle needs to be securely attached as it is an important structural part of the bed assembly.
