Sounds like you have learned a good lesson about buying from e-bay. Most are good, honest people. Some are unknowingly peddling junk, and a few are bad news. I'm careful about what I buy on e-bay. I avoid items than can be reprojunk, like seals, gaskets, brake shoes.
Sounds like you're on the right track now. Also, never replace brake shoes without turning the drums. When the shoes fail, either the shoes damaged the drums or vice versa.
