My heat riser valve wasn't stuck, but it didn't have a spring. So, after purchasing one and installing it, the tension keeps the valve in the "heat off" position, meaning the exhaust is directed out the exhaust pipe and doesn't circulate to heat the carb and manifold.
It's my understanding that the goal of the riser spring is to keep the valve in the "heat on" position upon starting the engine and, once it and the heat riser spring warms up, the flap opens and exhaust is directed out the exhaust pipe.
However, my flap starts, and stays, in the "heat off" position. I've installed it exactly as pictured in the manual.
