Some engines will vent oil if the dist shaft is not installed. But it depends on year, CID and original application. Turn your crank over in increments of 90 degrees and try the oil pump prime tool again. This moves the oil passages in the crank, and may let oil flow to the other bank.
If there is no venting visible around oil pump prime tool, and no oil shows up at dry bank, then start checking oil galley plugs. These oil galley plugs are screwed into each end of each drilled oil galley, in front and rear of the block. These plugs can either be missing, installed too far, or gummed up.
Do not start this engine with a non-oiling cylinder bank. You'll just trash your valvetrain.
