I agree. There is nothing worse than a bad tank. It smells, its dangerous, it causes constant problems from dirty fuel. If the lower outlet broke off that easy the tank needs to be replaced.
If you get a new one most come with a drain plug in the bottom. The outlet (i think by code) is part of the sending unit on top. I had to buy a new tank and a new sending unit but it was definitely worth the money.
