I see no one here telling you it's OK to weld a gas shock. I personally would be concerned about the expansion of the gas under any kind of heat for any length of time causing an explosion. A bucket of water won't help in that case. Have you tried to contact the manufacturer and ask for suggestions? They probably have had this happen before and if a new shock is the answer, that might be the right answer!
