Brian, that is the receiver for the 47-50 spare tire holder shown in Woogeroo's post. The spare tire holder from 41-50 will slide into that receiver. The front of that receiver attaches to a simple 1 1/2" L metal bar attached to the frame rails. I don't recognise any of the parts you cut up as spare tire mounts.
