gmcfan: Does not seem to be shutting off completely. Check needle/seat for obstruction. The float level when set correct, should be below the gasket surface. This indicates overfill condition . Check float itself, maybe bent/damaged
or bad and not shutting off. Take back apart to check out. May also be plugged vacuum idle port as this will do the same and cause overfill and/or hard starting. Check gaskets carefully for nicks, burrs on castings. Coat gaskets with chap stick or boot grease before assembly, as this makes better seal. If all checks out check fuel pump pressure. Maybe possible restricted line causing pressure rise to carb. Good Luck.
