What happened was when someone pushed on the pedal with the drum off, one of the pistons became dislodged and sucked in a bit of air. This prevented the pistons from returning. Had to bleed that cylinder and put them back that way. A good tip I found out later is to jam the brake shoes in place with a pair of screwdrivers when someone pushes the pedal. This way the pistons will not come out too far.
As far as the lock-up is concerned, it seems the cylinder was leaking a bit onto the shoe. One shoe has a shiny spot on it and emery cloth will not take it off. As well the pistons are a bit pitted so I am going to replace it all.
