For painting over rust I use Rustoleum Rusty metal primer. Great stuff. You can color coat it right after it flashes over or wait till the next day. I like Ace hardware premuim enamal for color coat. It flows out real good without runs & has a shiney gloss. For under hoods & under fenders I like Krylon semi-flat black.
