Yep, you are right. You need to get under the truck and unbolt one side of each strap. then your tank should lift out. Mine didn't come with the orig straps. It was just sitting there. I used some of that metal plumbers tape. It looks like a roll of metal with holes punched in it. I bolted one end down, installed the tank then fished the other end with a bolt attached down between the seat riser and the tank, through the floor and tightened it up. It worked out well.
