I just had tubeless radials mounted on my 16" steel wheels for my '51 pickup. No tubes needed and no leaks.
I should say, however, that my wheels were in excellent condition. The rivets were all tight and they had recently been painted. Also, it appears that they had sprayed clearcoat on the inside surface of the wheels.
