I think that they didn't think that the truck was worth minimum book value, or something.
The exact words out of the underwriter's mouth were, "Based on the condition of your truck, we would prefer not to insure it at this time."
It does need a little body work (and that fender needs fixing) and some paint. I think that the flatbed is an issue, too.
