Chances are good that the internals of the wiper motor are shot. If true, there are two options. First you can send it to the Wiperman at
www.wiperman.com and he will rebuild it for you. The other option is to get a rebuilt one from one of the vendors. The other possibility is that the vacuum from your manifold is low. Throw a gauge on it. You should see 19 to 21 inches of vacuum.
