The '63 that I owned many years ago did not have a washer sprayer. If it was available, it most likely would have been an option.
If I remember correctly, the windshield on a '63 is the wrap around type, and would probably require a very flexible wiper arm to wipe effectively. It could be possible that someone replaced the arms years ago with arms that do not match the windshield well.
