You can hook it up to a running engine. A quick check is to blow into the motor, it doesn't take much pressure to check for a leaky diaphragm. (Years ago I learned not to suck on old parts, no telling what you will suck into your mouth!)
Biggest problem with the older motors is the grease on the diaphragm gets hard. The motor works, but runs slow, especially when cold. Spraying oil on the diaphragm can help soften the grease. If you're careful, you can take the motor apart without tearing the diaphragm. Clean off the old grease and apply new.
Rebuild kits are available, but haven't been mass-produced in years. I would assume that the motor rebuilders are making their own diaphragms.
