If you ask e-bay they'll give you the seller's real name and address.
Paypal can help you track down where the money went from his account, if you paid with paypal.
Print out all the pages in the auction, all the e-mails and pages for paypal.
You can file suit in the local small claims court and then pay the sherrif where the guy lives $25 bucks to serve the lawsuit on him.
You can sue for what it will cost you to get comprarable heads plus court costs. Then you can seize his bank accounts or garnish his wages based on the information Ebay/paypal and his credit report give you (you can pull his credit report once you have a judgment against him, since you are then a creditor).
