I'm thinking you're supposed to have front fenders,but that's a judgement call for the officer. Seems like they generally don't bug you about it unless they catch you driving like a jerk or unless you're in an accident;then they pretty much have to go by the book and write it.
I know the chopper crowd runs into that a lot.My experience so far has been that you get what you give.
