I've never compared the exact dimensions of the two from hole to hole etc., but I would think if you had to, you could do some cutting and welding to make the '41-'46 hood ornament (stamped from sheetmetal) replace the '39-'40 hood ornament (cast from pot metal). If I can dig up the 2 of those tonight, I'll look into it and get back to you on how they compare when laid side to side. The most important part would be that the hood pivot hole ends up in the exact right place.
