Don't do it...don't drill those stinking holes!
The emblem had four little brackets slid into the back and spot welded with dinky welds. These brackets historically rust/rot off. You CAN make new ones yourself and silver solder them on.
I did it and it worked great. The option is to get a new emblem. My rig was a big bolt, so this item was scarce. The ones for smaller rigs are around in repro and good used.
