Now that I have it all apart and cleaned up I can see the small pin. The ½” lug was so chewed up by rust and probably more than a few arm replacements I did not see the pin before.
I got it apart by splitting a few ¼” flat washers and placing them between the chrome retaining nut and the lug. I then gingerly backed off the nut and it pushed the lug and its brass insert off of the 1/8” splined shaft. | | |
