Patrick, you are right. Endangered species act, wetlands act confiscates property or makes it useless for property owners too. A new trend for public planning agencies is to use satelites to check your property for building violations. I have a client in Danville California who had to pay a fine for removing a tree over 8 inches before he got his permit to expand his swimming pool area. This program is available to all planning and building departments and will be considered standard in afew years.
