I've never seen one for all makes and models... usually the vin decoder pages are kinda specfic to a type of vehicle... like the vin decoder at american classics is for chevy trucks...
alot of pages like the stovebolt page have the codes and breakdown of what the serial numbers mean.. but you have to do it yourself, it isn't diffucult once you have the order and what the letters, numbers mean.
But, you have to find the webpages dedicated to that type of vehicle usually in order to find anything useful out.
