I had something similar happen to me last May when I was in Europe. I needed a little more cash and spotted a local bank. They had cash machines and a counter and a long line. So, I stood in the line for like 15 minutes getting real impatient. Then it was my turn.
"Yes, I would like to change some dollars into Euros please".
"Sorry sir, this isn't a "money bank"
"Money bank?" I muttered?
"Yes, we have no money here unless you have a cash card"
I walked out and continued my search for a "money bank".
