Like Zenish said, mostly.
The crossmember is held to the frame with 14 bolts. 12 of them line up directly. The other two are real close, and will line up if you egg the holes slightly with a drill bit or grinder. The first twelve will get it in and aligned and secured though. I've left those other two bolts out a lot of times and never had any problems.
