new rubber pistons in the master need a little break in I imagine, but the worst offender is usually gack on the master cylinder cylinder walls, a gum that can be sticky and slow things up. Or, a wimpy return spring. As well, I imagine if the ports in the master cyl.piston or housing are restricted by even a tiny speck of debris, then the return will be slow as well.
