Well, that's what I thought also. When I first looked at them I said darn How stupid can you be! Or illiterate one! Oh well, add it to the list of other things I'm correcting that have been half assed on this truck. I'm a firm believer that if it's worth doing then DO IT RIGHT! And yes, the darn things are welded in.
