I am going to guess there is a actual difference between "crinkle" and "wrinkle" paint. I have used wrinkle paint quite a bit and it is truly heat activated.
If your crinkle paint needs a elevated temp to activate and crinkle, an array of heat lamps over the surface to be painted works well.
My experience has been that the heat must be VERY uniform, otherwise the effect will not be uniform either! Heat lamps get quite hot, so you could cook the paint if not careful.
