I have restored a couple of steering wheels using Dupont products. There are 2 types of Dupont paints that are formulated for plastics and hard rubber (bumper covers, etc.) that I have had good results with. Check with your local paint dealer for his recommendations, they usually have a info line to their jobber for whatever brand of paint that they sell. This type of paint will work well with painting knobs and arm rests also.
When you paint the wheel, put it the end of a rod so you can spin it with one hand while you spray it.
