I asked AI and it said 25-50 thousandths is acceptable for both radial and lateral runout. Depending on where you're measuring (didn't really understand your 100 thousandths on the rim), but if you meant the very edge, that's not as critical as the bead seating area.
[on edit] unless you have aluminum wheels - those should be tighter - 30 thousandths maximum.
