I don't think that "J" shaped link is hardened. You can hit it with a file to find out for sure. I welded a worn spot in my clutch linkage without issue. It may be tough to find a NOS link, but try on eBay. Can you post a pic of the link? That would help us figure out the original PN for you.

[0n edit] Here's a picture and a listing for the linkage. I welded the eye on the 0.787 link where it was worn on the inside. The parts listing doesn't include '41 Commercial, but I'll bet yours is the same as mine, which looks just like the linkage picture.
