Sounds like you're on the right track. One side of the rear locking up first is likely a simple adjustment issue, pretty common to drum brakes. Give the right side a couple more clicks and that will likely make both lock up at once. Assuming good wheel cylinders, linings and etc. of course.
I've had brand new wheel cylinders not be good, too.
