Headlight specifications are based on power consumption rather then Lumen output. When the specs were written that made sense because, with incandescent bulbs, more power means brighter lights. Specs have not caught up to modern technology where an LED bulb can be well under the power spec but melt the paint off of your car. When the police start writing tickets to every driver who blinds oncoming drivers and the worthless ticks who make the laws catch up to modern tech, I might change my mind. Amen
