I can turn the steering wheel 4 clock clicks before the steering output shaft moves. A rebuild would be needed. Before you rebuild, try adjusting the sector gear lash and the worm bearings as shown on two pages in the GMC (uses the same steering box as Chevy) Maintenance Manual starting here. Could make a big difference. I use a cheap fish scale that I bought at Walmart.
