Its looks like it uses a carbon arc rod..a gouging rod, so it doesn't have filler material to drip and run. I would say this is a all position device.
The carbon rod will heat the parent metal up and sort of melt/fuse the two pieces together. If it does work, I'll bet it's pretty nifty indeed.
Remember, gotta have a stick welder to use it!
