I actually have one of those tools. It's like a giant C-clamp and works like a small e-wheel.
One side hase a steel roller and the other side has plate.
You thread the fender between apply preassure and slide the roller over the star dent till it is smooth. I had a picture one time of the original but can't find it. If you need one I can take a picture of mine and send it to you.
