When I was teaching collision repair back in the late 1990s, base/clear was a relatively new technology, so my input might be out of date. Back then, a 30 minute minimum flash time was recommended, with a max of a few hours. If a basecoat was allowed to sit overnight before the clear was applied, color sanding with 1000 or 1500 grit and water was recommended.
