Only if you want the points to last more than a few weeks. The operating voltage for a "12 volt" electrical system will be around 14.5 volts against a fully charged battery. Points need to have a current flow of less than 5 amps, which usually happens with about 9.5 volts applied to the coil primary winding. That's why a resistor is needed. When the starter is operating, the "12 volt" battery has a terminal voltage of around 9V due to the load of the starter. A correctly wired 12V ignition system will have a bypass switch that puts full battery voltage to the ignition system during cranking.
