The smaller hole under the headlight opening makes it look like a 1947-53 GMC fender. See the pic of a fellow Bolters 1949 GMC truck showing the front fenders with the marker light opening below. That's where the GMC front marker lights were, instead of in the grille.

It could be a 1947-53 Chevy fender that someone began to modify to use for a GMC (made the whole for the marker light but didn't finish it)???
