Kip, I'll take a crack at it. I am going to assume it is Fuel injected. Throttle body, right?
Dodge uses a relay to power up both the Ignition coil and fuel pump. Same relay for both, and it probably powers up the PCM as well. Chrysler calls it a ASD relay (Auto shut down). **** also does this, they call it a EEC power relay. GM has the fuel pump on a relay, but not the Igniton coil.
Chrysler products have a tendency to get corroded wires inside the PCM and the wires nearby since it is next to the battery. I suggest you unhook battery, remove PCM connector and inspect for corrosion. Do the same for the ASD relay. The lack of a check engine lite or spark indicates to me that ASD relay is not closing.
