The gauge is supposed to go to empty when the key is off. Gravity takes over and drops the needle. Have you removed the sending unit and operated it outside the tank while watching the needle? You’ll need to ground the sending unit in order for it to work.
Also watch the needle to note full range. My gauge only goes from the three lines never touching the E or F marks on the gauge.
