That is just a common resistor. I would not encase it in anything but I would protect the leads and try to have the resistor not touch anything. Hopefully it won't (given the small current draw of your fuel gauge) but that type of resistor is likely to get hot in operation, so you don't want anything to insulate nor hold heat in. Good luck!
