Will your washers keep you and the seat in place so you don't get the steering shaft in the chest? If you look at the seat belt sets sold on the internet their washers are a plate about 2"x4" with the edges rounded up so there isn't a sharp edge to cut the sheet metal, it bends it instead, preventing it from pulling through.
